Slovenian foreign affairs committee okays opening of "Foreign, Security and Defence Policy"

LJUBLJANA, June 24 (Hina) - The Slovenian parliament's foreign affairs committee on Thursday greenlighted the opening of the policy chapter "Foreign, Security and Defence Policy" within Croatia's European Union accession negotiations at the next accession conference of the Union and Zagreb.

"I think that Croatia will open that policy chapter by the end of this month" Foreign Minister Samuel Zbogar said in Ljubljana after the committee's session.

Regarding this negotiating area, Slovenia aims to issue a unilateral declaration on the border issue.

The declaration will highlight that a (EU) candidate should abide by all international obligations stemming from international agreements it accepted, the Slovenian minister said.

According to him, the issue of the access of the Ljubljanska Banka to Croatia's market is being tackled within the policy chapter on "Free Movement of Capital".

"We are in touch with the European Commission in order to include that issue in the appropriate manner in the (negotiating) position which will be given for the provisional closing of that chapter," Zbogar said.

Last week, Prime Minister Borut Pahor said that at the accession conference, set for 30 June, Slovenia would okay the closing of one policy chapter and the opening of three policy chapters within Croatia's EU membership talks.

The three remaining unopened negotiating areas are the above mentioned "Foreign, Security and Defence Policy" , "Judiciary and Fundamental Rights" and "Competition Policy".

The formal decision on Slovenia's approval of the opening and provisional closing of policy chapters is made by two parliamentary committees: the foreign affairs committee and the European affairs committee. The latter has already held a meeting on the matter, but its decision has not been announced.
