Kosor underlined in her speech some heralds of the recovery such as a decrease in the import and an increase in export and trends on the labour market.
At the end of April, there were 308,675 unemployed Croatians, falling down by 9,983 from at the end of March.
According to figures presented by PM Kosor, in April 16,958 people were employed, or by 38.7 percent more than in March.
"On Thursday we will add to the programme clear and precise deadlines," Kosor said adding that the implementation of some segments of the recovery plan had already begun.
In this context she recalled that a task force to analyse obstacles to investments had started operating as well as the office for expeditious issuance of licences and the central public procurement office.
Healthcare reform is expected to save about HRK 300 million, she said.
There is a plan for a new investment cycle and one of main goals of the programme is to ensure solvency.
The immediate liabilities of public companies total HRK 1.5 billion, and liabilities of the HEP power company, HZ railways, and the HS forest company account for 90 percent of those liabilities. However, HEP and the forest company have higher claims than liabilities in arrears. In addition, the Croatian HAC motorway operator covered all its liabilities last week, she said.
Addressing the event, President Josipovic called for urgent implementation of the government's recovery measures which he said he supported.
He urged business people to take account public interests as well as general and harmonious development of the society.
In the long run, Croatia must think about reversing negative demographic trends, ensuring equal development of all regions, encouraging the development of small and medium-sized entrepreneurship and of creating a climate for entrepreneurial mindset and for investments.
Josipovic said that the rule of law was a prerequisite for the economic development and added that he fully supported the government's anti-corruption drive.
