ZAGREB, Jan 21 (Hina) - Representatives of the government and the opposition failed to agree on draft constitutional amendments, but the opposition said certain progress was made and announced another meeting within three weeks. Members of the SDP delegation and Vesna Pusic of the HNS confirmed there were disputes about the referendum on Croatia's EU accession, the voting of the diaspora and double voting rights for the ethnic minorities.
