According to reports, the Russian government instructed host cities ahead of 2018 Soccer World Cup in Russia to organize temporary shelters for homeless animals to ensure safety for visitors. Stray animals in temporary shelters will receive proper care, vaccinations and will be sterilized. However, the First Deputy Chairman of the State Duma Committee on Education and Science, Gennady Onishchenko, announced that homeless dogs, which will not be adopted, must be put to sleep. Vice-chairman of the State Duma Committee for Ecology and Environmental Protection, Kiryl Cherkasov said that it should be considered to put down the stray dogs after catching them only if the animal poses a real threat to citizens.
