The video was demonstrated on screens during Russian President Vladimir Putin's address to the Federal Assembly at the Manezh Central Exhibition Hall in Moscow, Russia, 01 March 2018 (reissued 28 December 2019). Russian Defense Minister Shoygu announced on 27 December 2019, that the first regiment of Avangard hypersonic missiles have been put into service at an undisclosed location, suggesting the Urals, without providing further details. President Putin, who unveiled images of the new weapon in 2018, said that the nuclear-capable missiles can travel more than 20 times the speed of sound.
