ZAGREB, Nov 22 (Hina) - European Agriculture and Rural Development Commissioner Phil Hogan said in Zagreb on Thursday that the situation in the sugar sector had been raised to the highest level in the European Commission but that he did not believe that private sugar storage would be a good solution to stabilising the sugar market.
