500K euro from EU funds for IT in jail administration

ZAGREB, Aug 21 (Hina) - The Ministry of Justice and European Commission Representation in Croatia on Tuesday officially presented a project for developing a single IT system for prison administration which was financed with more than 500,000 euro from the European IPA 2012 programme.

The general objective of the programme, the ministry underscored, was to improve the professional and administration skills of officers in the prison and probation system and to provide support in implementing the European Convention for the Protection of Human Rights and Fundamental Freedoms.

The project was implemented by the IN2 software development company between February and August this year. The new single IT system should improve business processes, the flow of information between the Central Office, prisons, probation offices and other state institutions, including the Interior Ministry, the Health Insurance Institute and the State Prosecutor's office as well as registers of criminal and misdemeanor records kept by the Justice Ministry and courts.

The results of the project are not just the computerisation of business processes and a reform of the business of the prison and probation syste,m but are also a precondition to complete digitisation of the system. That comprehends exchange of information in digital form and exchange of electronically approved and signed documents within the system as well as connecting state administration bodies and courts.

According to IN2, this is one of the largest reforms in the prison system over the past 10 years.
