ZAGREB, Jan 21 (Hina) - Serbia and Montenegro can become EU members no sooner than 2025, and the crucial year for achieving this ambitious goal will be 2019 when both countries are expected to meet the necessary benchmarks relating to the judiciary and home affairs, and in Serbia's case a full normalisation of relations with Kosovo, according to a draft enlargement strategy for the Western Balkans which the European Commission is expected to adopt early next month.
