Civilian Affairs Minister Adil Osmanovic made an official request to that effect on Wednesday.
During his attendance at an international conference in Saint Petersburg, Minister Osmanovic handed the request to Russian Culture Minister Vladimir Medinsky, according to a press release issued on Wednesday by the Bosnian Civil Affairs Ministry.
The press release says that the Charter, written by Ban Kulin on 29 August 1189, is the first known diplomatic document issued by a Bosnian ruler to a ruler of another country. The Charter is the first diplomatic document written in the old Bosnian language and represents the oldest work written in the Bosnian Cyrillic script (Bosancica).
Osmanovic said he hoped that Russia would send the document back to Sarajevo.
Bosnia has made several such requests in the past, but Russia has turned them down claiming that the document also belongs to them because it is part of Slavic historical heritage.
