The meeting, organised by Agriculture Minister Tihomir Jakovina, pointed out that the issue of dogs whose owners are not identified has become a threat to public health in Medjimurje County.
This issue has come into the media limelight after reports about abuse and cruel murder of dogs and after reports that there were some indications of training dogs for underground dog fights.
The participants in the meeting called for concerted action to deal with this problem.
Culture Minister Berislav Sipus and Assistant Education Minister Tanja Djakovic were authorised to propose a joint action plan to improve the education of school children about appropriate treatment of pets.
The elected Roma deputy, Veljko Kajtazi expressed concern at possible negative repercussions of reports that dogs were maltreated in some Roma settlements in Medjimurje.
He supported the plan aimed at solving the issue of unchipped and unvaccinated dogs, and efforts to find and prosecute those who abuse animals, according to a press release issued by the Agriculture Ministry.
