ZAGREB, April 21 (Hina) - The government is far from having achieved fiscal consolidation and instead of managing the budget, it should focus on managing the finances of the entire public sector, Anto Bajo of the Institute of Public Finance (IJF) in Zagreb says in the institution's publication on public finance management.
