ZAGREB, 15 Dec (Hina) - British special envoy to the Western Balkans, Stuart Peach, and German Federal Government Special Representative for the the region, Manuel Sarrazin, on Thursday recommended that Montenegro's MPs do not form the government based on the law whose compatibility with the constitution is disputable.
