ZAGREB, Feb 14 (Hina) - In Croatia, unlike in stable western democracies, voters punish fiscal responsibility and reward budget populism, while corrupt mayors stand a better chance of being re-elected, it was said at a round table discussion on clientelism, held at Zagreb University on Thursday.
