ZAGREB, Dec 19 (Hina) - Croatia and Slovenia failed in Zagreb on Tuesday to come closer in their views on how to resolve their border dispute, as Slovenia continues to see an arbitration ruling as binding on both countries and insists on its implementation, which Croatia does not want, offering instead a legal framework for resolving the issue.
