ZAGREB, Dec 13 (Hina) - Croatia expects progress in Serbia's accession negotiations with the European Union to happen at the beginning of 2017, Croatian Prime Minister Andrej Plenkovic said on Tuesday in his comment on Belgrade's anger at Croatia over the non-opening of Chapter 26 on education and culture in the negotiating process.
