From 1991 to 30 September 2013, the Vukovar County Prosecutor's Office launched criminal proceedings against 291 persons. Investigation of 20 suspects has been suspended, indictments were filed against 232, 85 persons were convicted and proceedings against 53 defendants are under way.

Aside from Croatian courts, proceedings for war crimes in the wider Vukovar area were or are being held at the Special Court for War Crimes in Belgrade and the International Criminal Tribunal for the former Yugoslavia in The Hague.

Since 1991, the Vukovar and Osijek county prosecutors have been holding proceedings for grave breaches of the international law of war and humanitarian law mainly against members of the former Yugoslav army JNA, territorial defence units, and members of rebel Croatian Serb paramilitaries.

The proceedings cover crimes committed in Croatia and those committed against its citizens outside the country.
