The agreement was signed by Sisak Mayor Kristina Ikic Banicek and Scateo Management Board member Matija Matesic.
Matesic said the company and its partners would build production units that would operate using the energy of the sun, wind and water.
Apart from solar systems and car batteries, the Sisak factory will also make wind turbines and floating river hydropower plants.
"Even though we are a small company, we have 20 years of experience in the energy industry. We are entering this project, which we plan to expand, with Kermas Group owned by Danko Koncar," said Matesic.
"The first production unit will cost around half a million euros and will employ about 15 workers, and we believe that in five years' time, when the investment will total two million euros, we will have several production units and about 60 workers. We have found a good partner in Sisak, the city authorities can guarantee the necessary permits in a very short period of time," said Matesic.
Matesic said that the Sisak plant would also make mobile solar systems which he said were particularly useful, as electricity suppliers, to small family farms, island communities and other consumers in less accessible areas.
