Parliament adopts report on budget execution

ZAGREB, Oct 18 (Hina) - The Croatian parliament on Friday adopted a report on the execution of the state budget for the first half of this year, when revenues were down 1.4 per cent and expenditures up eight per cent from the first half of 2012.

Revenues in the first six months of 2013 totalled HRK 53.2 billion, nearly one million more than in 2011. VAT revenue was 7.5% higher than last year, while revenue from contributions was down by about HRK 900 million. Together, revenue from VAT and contributions was nearly the same as last year.

Expenditures in the first six months of 2013 totalled HRK 63.7 billion, up HRK 4.9 billion from last year, mainly due to the servicing of health sector debts, a faster payment of farming incentives, and subsidies to Croatian Railways and the Croatian Bank for Reconstruction and Development. Expenditures were also higher for interest rates and pensions, while those for employees were HRK 365 million lower due to lower pay rates and the introduction of centralised pay accounting.

Parliament adopted several reports, including a 2012 performance report by the human rights ombudsman, binding the government to examine why state bodies had not replied to the ombudsman's queries in a timely manner. A 2012 performance report by the children's ombudswoman was also adopted.

Deputies also discussed a report on the work of the ombudswoman for disabled persons, Anka Slonjsak, who said the disabled should be included in the adoption of regulations referring to them.

Parliament will resume its session on Tuesday.
