The Bosniak and Croat Presidency members, Bakir Izetbegovic and Zeljko Komsic respectively, voted for the two agreements, but they cannot go into force because of Radmanovic's rejection.
Speaking to the press after the Presidency session, Radmanovic said the two agreements were "very significant" for all Bosnian citizens as well as Croatia but that they were initialled by an "unlawful commission", to which the Presidency pointed a fortnight ago.
He said Radoncic ignored that fact and that the commission sent the agreements to Zagreb last week, adding that this was a breach of the Constitution and a negation of Bosnian Serb representatives.
Radmanovic said another session at which the Presidency would consider the agreements would be convened as soon as its members agreed on the contentious procedures.
The Council of Ministers last week unanimously adopted a report on negotiations with Croatia on the border crossing and local border traffic agreements.
Speaking to the press, Radoncic dismissed Radmanovic's claims, saying he had taken part in the adoption of a decision on the appointment of the border issue commission. He added that if the agreements with Croatia were not ratified, the consequences for Bosnia's citizens and economy could be disastrous because "the flow of people and goods from Bosnia to Croatia would be impossible after July 1."
According to an explanation from the Council of Ministers, no Bosnian citizen will be able to cross the Croatian border unless the agreements are adopted by July 1, with the exception of those with Croatian travel documents. It will also be impossible to export to Croatia and the EU.
