Union leader Boris Plesa reminded reporters that when collective agreements for the public sector were signed last year, the government said it would not touch salaries.
He said that with consultations such as today's, the government was faking social dialogue and that it was not ready for it.
Plesa would not say if the government had the right to change the salary scales based on the collective agreements which he too had signed.
Another union leader, Vilim Ribic, said the government had neither moral nor legal grounds to do that and that the unions would seek legal protection.
He said the unions had the right to strike because of these salary cuts but would not say if they would do so.
