"The sugar market settled back a bit, after Monday's run up, but some more trade and speculative buying was uncovered and there's still some life in the differentials," FIMAT analyst Michael Buchanan said. CSCE March sugar ended down 0.04 cent at 12.45 cents a pound, after trading a 12.39-12.50 cent range, inside Monday's range. Estimated total CSCE world sugar volume was around 15,000 lots, down from Monday's cleared volume of 54,129 lots. Daily momentum indicators are now positive again, and the March contract's five day moving-average has now crossed back above its 21-day average, and remains above its 55-day average, analysts noted. The March/May backwardation edged out further to 0.10 cent a pound. In industry news, an operators' strike partially paralysed Brazil's key port of Santos for the sixth day running on Tuesday and vessels were starting to queue up, the port authority CODESP said. Those unable to operate included seven bagged sugar vessels and seven fertilizer ships. In India the Bombay sugar markets were closed for the second consecutive day on Tuesday as traders protested a five percent service tax imposed by the Indian government. Meanwhile, Russia's forecast of sharply reduced sugarbeet production of 13-14 million tonnes in 1997 may prove optimistic and its import needs could rise further, European traders and analysts said on Tuesday. The forecast on Tuesday by an official of the Rossakhsvyokla state sugar corporation equated to refined sugar output of 1.3 to 1.4 million tonnes. The Russian figure is the lowest for a long time and means that they are likely to need more sugar than previously estimated. Czarnikow Sugar last month estimated Russia's shortfall at 4.2 million tonnes raw value. Russia imported 3.27 million tonnes in 1996, International Sugar Organisation data showed. Heavy rain followed by freezing weather has delayed the harvest and up to seven million tonnes of beet remains buried under snow, according to German analyst F.O. Licht. Traders said that Russia, worried by the poor harvest outlook and uncertainty about Cuban supplies, entered the market much earlier than usual and has already bought substantial amounts of Brazilian raw sugar. 031129 MET dec 97
