News that Indonesian has not banned the export of coconut oil, according to local traders, had little impact on prices in Europe. "They, Indonesia, say that they are not going to ban the export of coconut oil today, but who's to say what they will do tomorrow," said one trader. Palm and coconut oil prices surged on news that the Indonesian government had banned exports of palm products from January 7, 1998. At the end of December the Indonesian government imposed a three month ban on exports of crude palm oil and palm olein, but some exporters had been getting around the ban by filing documents which said the oil was another form of derivative. The ban on palm oil exports has been brought in to bring local cooking oil prices under control, but traders said it is unlikely to work. Traders in Europe and Asia said Indonesia does not have enough storage space for the oil it is not exporting and plants would have to slow down or stop production. This would lead to higher local cooking oil prices -- the reason for the ban in the first place. "They seem to be running around like headless chickens, not knowing what to do for the best," said one trader. Traders said the whole situation in Indonesian was making the market very nervous. "They have problems with their currency, no one knows if vessels there will be able to load or not and in the back of everyone's mind is the possibility of unrest if food prices get out of control," said a trader. At the close of business crude palm oil cif Europe was $12.50 to $5 higher after Jan traded at $630 and Apr/Jun at $595 a tonne cif. RBD palm oil closed $12.50 up while olein was $12.50 to $5 higher. Coconut oil was quoted $20 to $10 up after Apr/May traded at $625 a tonne cif and Feb/Mar traded in a switch with Mar/Apr at a $10 spread. Palmkernel oil was not quoted. Firm palm and lauric oil prices supported soft oils which closed with Dutch soy oil 2.0 to 1.5 guilders up after Feb/Apr traded at 127 guilders per 100 kilos fob ex-mill while rape oil finished 0.50 guilders down to one guilder up after Feb/Apr traded at 127.50 guilders a 100 kilos fob ex-mill. Traders said there was little volume behind the business and prices would have to come down before consumers started to show any interest.
