Budimir said judicial bodies should establish who in the government breached the constitution and the laws and who should be held accountable. Speaking to reporters in Sarajevo, he called on Niksic and all Federation ministers to make sure the entity government could function until then.
Niksic on December 10 asked Budimir's consent for the replacement of the eight ministers, saying they obstructed the government's work and implemented their parties' and not the government's policy.
Budimir said he discussed Niksic's request with the ministers in question and that they told him he was the one breaching the constitution and the laws by adopting decisions without the government's consent.
Following Niksic's decision to send to parliament a draft budget, the eight ministers filed a suit with the Federation's Constitutional Court. They also pressed charges against him for extending the mandate of the entity's Development Bank without the government's consent.
