Josipovic said the regulation was "a huge injustice that should be eliminated."
He said the families sued the state because it had not done its job, to find and punish criminals, that courts delivered judgements against the victims because the families could not prove who had committed the crimes, and that they were eventually even forced to pay litigation costs, which he said was "the third level of victimisation."
Josipovic said civilian war victims were among the most threatened social categories and that they deserved "our respect, and if they don't get it, our society has lost the most valuable component of an ordered society, which is solidarity."
Documenta president Vesna Terselic said politicians showed very little interest in the fate of the civilian war victims - the missing, the wounded, the fatalities' families, former camp inmates, rape victims, refugees and the displaced.
She said relevant government institutions "haven't even begun dealing with the victims' problems," and pushed for the establishment of a civilian war victims department at the War Veterans Ministry.
