Grcic supported the sustainable growth goals and said the Common Strategic Framework was the basis for creating a stronger link between the EU's cohesion and other policies.
He said Croatia had recognised the importance of managing European funds more strongly, establishing the Regional Development and EU Funds Ministry.
He said centralisation would facilitate coordination, alignment of national and European goals, better absorption, and improve the implementation of operational programmes.
Grcic said Croatia supported a cohesion policy reform that would provide a stable framework and support for the realisation of goals.
On the fringes of the meeting, Grcic met with Irish Public Expenditure and Reform Minister Brendan Howlin.
