Parliamentary parties endorse publication of tax debtors list

ZAGREB, July 2 (Hina) - Most parliamentary groups on Monday endorsed a final bill of amendments to the General Tax Act which enable the publication of a list of tax debtors.

Deputy Finance Minister Boris Lalovac presented the provisions which differ from those in the first reading of the bill, including the one that the list will contain debts due 90 days or more.

The amount of the debt to be listed has also been increased - from HRK 50,000 to HRK 100,000 for physical persons, from HRK 100,000 to HRK 300,000 for legal persons, and from HRK 10,000 to HRK 15,000 for all other taxpayers.

Under the bill, the list will not contain information on debtors for whom the tax authority has allowed delayed payment, payment in instalments or debt rescheduling. The bill envisages the signing of a settlement agreement, clearing between the taxpayer and the state, and payment by cession.

The government says the main reason for amending the General Tax Act is the fact that the state is owed more than HRK 51 million, including interest, by more than 761,000 tax debtors, of whom about 550,000 are citizens and the rest are companies and small and medium businesses.

The existing legislation prohibits the publication of a list of tax debtors because it is considered a tax secret, so the government has moved that the Tax Administration can publish all information about tax debtors without their consent if this is in accordance with the law or if they submit false information on their debts.

Most parliamentary parties supported the bill, agreed that it will improve financial discipline and tax debt collection.

They also endorsed amendments to the law on special taxes on personal cars, other motor vehicles, boats and planes under which boats are not subject to a special tax when imported or manufactured and sold in Croatia.
