Bosnian ruling coalition to break up over budget?

SARAJEVO, May 23 (Hina) - The leaders of the six Bosnian political parties which make up the ruling coalition met in Sarajevo on Wednesday but failed to reach a final agreement on the amount of the 2012 budget, saying the disputes over this issue could spell the end of the state-level government.

"We haven't reached a consensus on the budget," Social Democratic Party (SDP) president Zlatko Lagumdzija told reporters.

The ruling coalition comprises the SDP, the Party of Democratic Action (SDA), the HDZ BiH, the HDZ 1990, the Alliance of Independent Social Democrats (SNSD), and the Serb Democratic Party.

The SDA objects to the adoption of a budget amounting to 950 million convertible marks (about EUR 475 million) which has been proposed by the Council of Ministers, saying it is insufficient.

SDA president Sulejman Tihic said his party would vote against the draft at a lower house session on Thursday because it would undermine Bosnia and Herzegovina's road to European Union and NATO membership.

The leaders of the other ruling coalition parties today rejected the SDA's proposal to increase the budget by EUR 25 million and not to cut the salaries of state administration employees.

Tihic said the decision on a possible break-up of the coalition because of the SDA'a objection to the budget was up to the other parties.

"Tomorrow's vote on the budget will determine the fate of the ruling coalition at the level of the Council of Ministers," said Lagumdzija.

SNSD president Milorad Dodik voiced confidence that the budget would pass tomorrow. He said the budget could not be increased and that "those who don't support it are disqualifying themselves from the Council of Ministers."

HDZ BiH president Dragan Covic said progress had been made in implementing a European Court of Human Rights ruling to eliminate discrimination against national minorities in elections.

The six leaders agreed on solving the issue of military property registration so that the NATO Membership Action Plan can be activated.

Regarding local elections due in October, they agree that everything has to be done to provide for the undisturbed registration of voters.
