SESSION OF HERZEG-BOSNIAN HOUSE OF REPRESENTATIVES RESUMED

MOSTAR, Feb 17 (Hina) - The second emergency session of the Parliament's House of Representatives of the Croatian Republic of Herzeg-Bosnia (HR HB) resumed its work in Mostar on Thursday afternoon. The chairman of the HR HB Parliament's House of Representatives, Ivan Bender, informed that the deputies of the Croatian people in the Parliament of Bosnia-Herzegovina, as well as the president of the Croatian Republic of Herceg-Bosna, Mate Boban, were invited to come to this emergency session. Mate Boban excused himself by letter because of his not coming at this session. However, his written proposal that the present deputy chairman of the Herzeg-Bosnian House of Representatives, Ivan Bender, might become the chairman of this body was accepted today. The representatives also adopted the proposed amendments on the Bill on the Constitution of the House of the Representatives of the HR HB, in conformity to which "the members of the Representative House are the deputies, elected at the first free democrat election into the Assembly of Municipalities and the Assembly of the Citizens of the Parliament of the Republic of Bosnia-Herzegovina from the territories of the HR HB, the representatives, elected into the Parliament of the Republic of B-H from the territories of B-H and the members of the Presidency of the Croatian Community of Herzeg-Bosnia. The members of the House of Representatives are also the presidents of the municipal councils if the municipalities, i.e. the municipal regions on the territory of the Croatian Republic of Herceg-Bosna, are not represented in the House of Representatives according to Paragraph 1 of this Article." After that, according to the proposal made by Mate Boban, Dario Kordic, Mato Madarevic and Vlado Santic were elected as the deputy chairmen of the Herzeg-Bosnian House of Representatives. Pavo Kobas, a representatives from the Bosnian Posavina (northern Bosnia, on the right bank of the Sava River), claimed before this election that it would not be enough to accept only one candidate, proposed by the president of the republic, for the each place, but that more candidates should be offered for the election. He added that the House of Representatives should elect the members of the Presidential Council of the HR HB, whereas the President of the Republic should nominate them. Kobas also underlined that all, the President of the HR HB, the Prime Minister of the HR HB Government and the Chairman of the House of Representatives were coming from one region of Herzeg-Bosnia. The session continued with the discussion on the amendments on the Decision on the establishment and proclamation of the Croatian Republic of Herceg-Bosna. The agenda of today's session of the Herzeg-Bosnian House of Representatives also included the discussion on the bill on the appointment of the members of the Presidential Council of the HR HB and on the bill on the Croatian radio and television of the HR HB. The representatives would consider a report on the documents issued at the Sarajevo Congress of Croats, held on the 6th of February 1994. 171857 MET feb 94
