NOBILO'S ADDRESS TO UN SECURITY COUNCIL

NEW YORK, Feb 15 (Hina) - Croatian Permanent Representative to UN Mario Nobilo spoke on Monday before the Security Council in the continuation of the discussion on the situation in Bosnia and Herzegovina. Nobilo said that in the letter by Croatian Foreign Minister Mate Granic of 11 February the Croatian Government approached the UNPROFOR representatives and the Secretary-General "to consider the mechanism that would meet the demands of the Security Council", expressed in the Presidential Statement of 3 February 1994. Nobilo emphasized that such stance was in conformity with the permanent commitment of Croatia for a peaceful solution to the crisis on the territory of former Yugoslavia. The agreement "requests international control of the borders of Bosnia and Herzegovina, in accordance with resolution 787 (1992) and resolution 838 (1993)," Nobilo said. He added that the Geneva statement also called for a cease- fire agreement, "the unconditional exchange of all detainees; to secure the return of all refugees after the establishment of peace (...) and to intensify negotiations on all models of future relations between the constituent nations in Bosnia and Herzegovina, and between the two states". Nobilo addressed the Security Council to "avoid this abyss, at this critical time, by remaining determined to stand within the course set forth in the 9 February 1994 NATO decision, and by giving today its full and unconditional support to the European Action Plan of 22 November 1993". "We also believe that the Bosnian-Serb side will abide by this decision if they are indeed ready for a peaceful settlement of the conflict in Bosnia and Herzegovina", Nobilo said. He advocated that "some measures should be considered against any side in Bosnia and Herzegovina that chooses not to abide by the peace logic on the ground".
