CROATIA CALLS ON ARMED SERBS TO SURRENDER WITHOUT FEAR

ZAGREB, May 4 (Hina) - The Croatian government today called on all Serb civilians and soldiers to lay down their arms without fear. Leaflets scattered over the Pakrac area of Western Slavonia read: "The Croatian state guarantees safety to all those who surrender - civilians will be guaranteed all civil rights and soldiers will be granted amnesty. All those wishing to leave Croatia will be allowed to depart freely and peacefully."
