CROATIAN DISPLACED PEOPLE INSIST ON THEIR RETURN TO HOMES

ZAGREB, April 3 (Hina) - "Secure return of the internally displaced people will not be possible as long as the Croatian authorities cannot control Croatia's UN-enshrined borders", Foreign Minister Mate Granic said today at a Zagreb session of the executive board of the Association of Croatian Internally Displace Persons. The session concentrated on the adoption of the UN Security Council Resolution 981 on the new mandate of UN forces in Croatia. Displaced people's representatives pointed out that the Resolution 981 did not provide for any deadlines for the return, and it did not contain provisions on the disarming of Serbs in Croatia's occupied areas. They warned that without clearly defined deadlines for the return it may happen that there would be nobody to return later on. At the moment no precise date for the return could be scheduled. However, the day for return is closer than ever before regarding Croatia's current political, military and economic position, according to Foreign Minister Granic. Emphasizing that the re-establishment of the full control over the Croatian borders and the return of the displaced people were the chief objectives of the Croatian polices, Granic said the Resolution 981 has brought Croatia into a new negotiating position and accelerated the negotiating process. "The Resolution 981 does not contain the implementing mechanism, but, along with the Copenhagen deal, it is the ground for new strict negotiations aimed at determining the implementing mechanisms", Granic said.
