KLAUS METSCHER'S PRESS CONFERENCE IN MOSTAR

MOSTAR, March 3 (Hina) -The EU Administration in Mostar accused Croatians of not respecting the agreement on normalizing the situation in town. EU Mostar Administrator, Hans Koschnik, is to go to the EU Ministerial Council to report to EU members that Croatians in Mostar failed to fulfill agreement obligations, Koschnik's aid, Klaus Metscher today told a press conference in Mostar. Metscher announced the possibility of the EU Administration leaving Mostar before the end of its its two-year mandate. The EU Ministerial Council, according to the Memorandum on agreement is empowered to cancel administration in the town if one side did not respect the agreement, Metscher said. Croatian police did not acknowledge passes that EU Administration issued to doctors to be able to move freely in both parts of the town. The Administration could not allow its authority to be undermined, Metscher said. The EU Administration on February 7, received a letter from Mostar Municipality Council Co-chairman, Mile Puljic, confirming that the Mostar Municipality Council agreed to the first stage of forming a joint police force in Mostar. But, until now nothing had happened in this regard, Metscher said. Commenting on what the EU Administration expected from talks between the Bosnian branch of Croatian Democratic Union Party (HDZ) and Moslem-led Democratic Action (SDA) party leaders on the political future of Mostar, Metscher said that they did not expect prompt results. Metscher said that SDA leader, Alija Izetbegovic, would not attend the talks. (Hina) jn rv sd 031414 MET mar 95
