SARAJEVO, 6 Dec (Hina) - Officials with the Organisation for
Security and Cooperation in Europe (OSCE) Mission in Bosnia and
Herzegovina and Bosnian Serb representatives have signed a secret
document in which 0SCE most probably confirmed to Serb
representatives that voters in next year's municipal elections
would be able to vote in any municipality, regardless of their

Verhayden said he had been asked to do so by the head of the
OSCE mission in Bosnia, Robert Frowick.
After it had been decided that municipal elections would not
be based on P-2 form, Bosnian Serb authorities strongly opposed the
possibility of OSCE organizing and supervising municipal elections
in Bosnia.
P-2 form allowed all voters to register for elections in the
municipality in which they intend to live. Croat-Muslim Federation
authorities reacted strongly to this, claiming that the form
legalizes ethnic cleansing, and the possibility was suspended after
the protests.
Bosnian Serb President Biljana Plavsic signed the document on
her agreement with the extension of the OSCE mandate in Bosnia only
a week ago and two months after Presidents Alija Izetbegovic and
Kresimir Zubak had done it.
Announcing the news, head of OSCE mission Robert Frowick said
cautiously that voters would be allowed again to chose the place
where to vote, adding though that strict conditions would be set.
The Transitional Election Commission will have the exclusive
right to establish election rules. The Commission has still not
voiced its opinion on the secret document.
A Bosnian representative in the Commission, Kasim Begic,
condemned the possibility of the re-introduction of P-2 form.
Verhayden said that Bosnian government officials had been
informed about the document and its content.
According to still unconfirmed information, neither other
international organisations in Bosnia nor Carl Bildt's office have
been informed about the secret agreement with which Frowick
actually guaranteed to Pale authorities that P-2 form would be in
use.
