ZAGREB, Oct 30 (Hina) - UN Secretary-General's report to the UN
Security Council was not compliant with the expectations of the
Croatian government as regarding the dynamics of the peaceful
reintegration and the return of displaced persons, as well as the
order of steps that had to be undertaken in the Croatian Danubian
area.
However, the report did not shed any doubt on the final goal
of the reintegration, that is, the political principles on which
UNTAES was based, Croatian Ambassador at the United Nations, Mario
Nobilo told Croatian Television on Wednesday.
"On the contrary, 80 percent of the text concentrates on the
already achieved and future steps in the process," Nobilo said.
He described a section of the report which concerns the
extension of the UNTAES mandate as the most disputable.
"The report still does realize the Croatian goal, which means
that the 3 plus 3 (months) formula was set in, that is, that the
transition of authority is to begin in the Spring and that the
UNTAES will leave the area by next Summer," Nobilo said.
Describing this as the most important result so far, Nobilo
said that "the tone of the report is the result of a number of
circumstances internationally - from the elections in the United
States, to the decision the Contact Group has to reach as regards
the presence of the international community in Bosnia".
"The UN Security Council will in the next few days draft a
resolution based on Ghali's report because the handwriting of great
powers, primarily the U.S, can be recognized in the report," Nobilo
said.
"They want to remove the issue of the mandate from the agenda
so that in the remaining time within the deadline of 3 plus 3
months, all necessary tasks of the peaceful reintegration can be
fulfilled," Nobilo said.
This primarily concerned the organizing of local elections and
transition of authority to Croatian institutions, Nobilo said.
