SARAJEVO, Jul 19 (Hina) - Bosnia's Deputy Prime Minister Ejup Ganic on Wednesday warned the Constituent Assembly that the situation in the Bosnian Federation was difficult owing to human rights abuses and obstruction of the return of
refugees.

the Bosnian Federation was difficult owing to human rights abuses

In his speech, Ganic did not cite any of the examples that
were specified in a report distributed to deputies before the
session.
Ganic condemned the establishment of the new government of
Herzeg-Bosnia as a "huge step backward" and deplored the "lack of
political liberties" on HVO-controlled territory.
Responding to Ganic's criticisms, Croatian Bench chairman Ivan
Bender recalled a previous Croat-Moslem agreement, under which the
existing "administrative arrangements" were to continue until the
Federation was fully established. He also asked the Federal
Government why the Federal Ministry of Interior had not been set up
yet.
Federal Defence Minister Vladimir Soljic said the Defence Bill
would not be tabled for debate in the Assembly very soon, because
the Moslem side was refusing to implement provisions of the
Washington Agreement dealing with the civil command of the Federal
Armed Forces.
Federation President Kresimir Zubak said he and Ganic were
unable to perform 80% of their duties because the institutional
framework was lacking. He stressed the need to determine why
numerous political agreements had never been implemented and who
was responsible for it.
