Carl Bildt refused negotiations with anyone who was appointed
as 'aide' to a person who should be removed from public service.
However, the international community was ready to cooperate with
forces which were moderate and which showed readiness for full
cooperation in the implementation of the Dayton agreement, said a
statement, released by Bildt's office on Thursday.
Spokesman Murphy greeted the appointment of Dick Sklar to the
post of special U.S. coordinator for civil affairs in Bosnia-
Herzegovina. Sklar, who is an associate of the U.S. President Bill
Clinton, has been appointed as Bildt's aide and his appointment
caused rumours that the U.S. administration does not believe that
Bildt can complete the task he had been entrusted with.
Spokesman Murphy refuted the allegations.
