The decision was made in accordance with a resolution of the
International Civil Aviation Organisation (ICAO) and World Health
Organisation (WHO). According to the resolution, which was adopted
back in 1992, member-countries are obliged to prohibit smoking on
all international lines until 1 July 1996.
Before reaching the decision, Croatia airlines conducted
numerous opinion polls. According to one of the polls which
included 1,270 passengers on international lines, among whom 40%
were smokers, half of the respondents supported the decision.
