The bill was explained by Reconstruction Minister Jure Radic.
Areas of special government care which had been inhabited by
10 percent of the whole population before the war, were suggested
to be classified in two groups.
One group would consist of areas which used to be occupied and
which are no further from the state border than 15 kilometres and
the town of Slunj as an exception.
The other group consist of all other areas that used to be
occupied.
Radic stressed that nine incentive measures were suggested, as
are donation of houses, apartments and agricultural land, bigger
wages and a number of tax and customs benefits.
