Dayton peace agreement guaranteeing the right of refugees to return
to their homes had begun, spokesman for the United Nations High
Commissioner for Refugees (UNHCR) in Sarajevo, Mans Nyberg, told a

The expulsion of non-Serb population in the Banja Luka area
had stopped, and 15 Muslim families had returned to the city,
following court decisions in December. The return of refugees to
the Prijedor area continued as well.
So far, Croat families had not received permission to return,
Nyberg added.
UNHCR was aware of the fact that 15 families was a very small
number compared to thousands of expellees, but the organisation
hoped this was the first step towards the establishment of law and
order, Nyberg said.
UNHCR still could not advise expelled Croats and Muslims to
return in greater numbers to the Bosanska krajina region, Nyberg
said. The atmosphere in the region had somewhat changed but the
political structures were still the same, Nyberg said.
