COUNCIL FOR PEACE AGREEMENT IMPLEMENTATION TO MEET IN BONN TOMORROW

TOMORROW ( Editorial: --> 6706 ) BONN, Dec 8 (Hina) - The international community will set the final deadlines for the implementation of individual segments of the Dayton agreement at a meeting of the Council for the Implementation of the Dayton Agreement to be held in Bonn on 9 and 10 December. The international community will also ask that the High Representative in Bosnia-Herzegovina be given greater powers, diplomatic sources say. The meeting will be attended by members of the Council's administrative board, High Representative in Bosnia-Herzegovina Carlos Westendorp, Bosnian Presidency members, Bosnia's Council of Ministers, representatives of the Federation and Republika Srpska and delegations from Croatia and Yugoslavia. According to the draft conclusions of the Bonn meeting, a satisfactory level of security has been achieved in Bosnia- Herzegovina and war crimes suspects are being gradually brought to justice. The document also stresses satisfaction with the fact that some 300,000 refugees have returned to the country and that the economy has started to function. However, the document stresses the slow pace of the implementation of the peace agreement, especially when it comes to the establishment of minimum joint functions and symbols of Bosnia- Herzegovina, such as citizenship, currency, passports and flag. The document sets the requirements to be met in a very commanding tone. It foresees the adoption of the law on citizenship and passports by 15 December this year. The Bosnian flag and other symbols are also to be adopted by 20 December this year. The joint currency will also have to be agreed on and adopted by 20 December. The final date for the adoption of the law on municipalities and their demarcation is 31 December, and the deadline for the establishment of authorities in Brcko is 14 December. The international community will also present to the Bosnian parties additional commitments aimed at speeding up the implementation of the peace agreement. The Croatian and Bosnian Foreign Ministers Mate Granic and Jadranko Prlic will continue their talks on the establishment of a joint Croatian-Bosnian council for cooperation during the Bonn meeting.
