ZAGREB, 15 Oct (Hina) - The Parliament House of Representatives on
Wednesday continued its 21st session with a Government Report on the
Human Rights Situation in Croatia in 1996.
In her introductory speech, Vice Premier Ljerka Mintas-Hodak
stressed that the Report was the first systematic document on the
human rights situation in Croatia, which on some 350 pages informed
of what Parliament and Government had done, and which laws and
measures had been adopted and implemented with the aim of promoting
and protecting human rights in Croatia. #L#
Promotion and protection of human rights is a process the
whole society has to take part in, Mintas-Hodak said adding that the
human rights situation could always be better.
One of the results of a certain level of maturity of a society
is the possibility of a systematic discussion on human rights, as
opposed to a discussion on individual cases, which are often subject
to political manipulation, she said.
Speaking about the accelerated process of normalisation in all
war-affected segments of life, Mintas-Hodak said that the Report
showed great positive efforts that were being made for the sake of
stability, which provided a high level of protection and promotion
of human rights.
The basic improvement of the human rights situation in a
society means first of all the process of creating awareness among
individuals and consequently in the whole of the society, Mintas-
Hodak said adding this could be achieved with an adequate system of
education on human rights and for human rights.
The Report is divided into chapters. One chapter speaks about
Croatia's position in international bodies, and international
documents from the field of human rights Croatia is applying in its
system of human rights protection and promotion. Another chapter is
dedicated to basic freedoms and rights of citizens, economic, social
and cultural rights, media freedom, collective and humanitarian
rights. The Government document also includes a report by the state
ombudsman.
