SARAJEVO, July 30 (Hina) - NATO Secretary-General Javier Solana and NATO commander for Europe, General Wesley Clark did not manage to achieve agreement among sides in Bosnia-Herzegovina regarding the draft memorandum on understanding,
whose signing would create conditions for opening of airports in Banja Luka, Tuzla and Mostar for civilian traffic.
SARAJEVO, July 30 (Hina) - NATO Secretary-General Javier Solana and
NATO commander for Europe, General Wesley Clark did not manage to
achieve agreement among sides in Bosnia-Herzegovina regarding the draft
memorandum on understanding, whose signing would create conditions for
opening of airports in Banja Luka, Tuzla and Mostar for civilian traffic. #L#
A certain progress had been achieved during the long talks, but the
agreement had not been signed. It is expected to be so by the end of the
month, before the deadline set at Sintra expired, Solana told a news
conference after two-hour talks with members of Bosnia's three-member
Presidency and the Council of Ministers. He added that if the agreement
was not signed by then, appropriate measures would be taken.
Bosnian Serbs had so far been refusing to sign the memorandum,
not wanting to allow central Bosnian bodies of bower to in any way control
air traffic in Banja Luka.
SFOR has been controlling airports since the signing of the Dayton
Agreement. British Foreign Secretary Robin Cook, during his one-day visit to
Sarajevo, warned that Bosnia was losing $ 5,000 daily, which it should be
charging for flights over its territory, due to failure of the sides to reach +
an
agreement.
Solana stressed the international community expected a full
implementation of the peace agreement because it was not an a la carte
menu.
I want to caution that time is running out, and out patience with it,
Solana said.
General Clark expressed criticism about the failure of Serb member
of the Bosnian Presidency, Momcilo Krajisnik, to arrive at Wednesday's
meeting in Sarajevo, adding that such actions caused justified concern for
the fate of the common people in the Serb entity.
The peace process has to progress. There must be no lagging and
we will not allow anyone to stop NATO efforts in Bosnia, Clark said.
