The talks were held at the request of the U.N. Monitoring Mission. The U.N.
delegation, including the Mission's head in Knin, Aldo Tenici, and a Mission +
member
from Slunj, Marijan Garci, held talks with County Prefect Vlado Jelkovac, +
County
Assembly President Marijan Srdarev, Deputy Prefect Zeljko Sancic and the head +
of the
Regional Office for Displaced Persons and Refugees, Josip Zaborski.
The two sides discussed the return of displaced persons and refugees to the
area of Karlovac. All participants in the meeting agreed that the return should+
be
organised and that it should be conducted in line with the signed international
agreements and obligations of the Croatian Government.
The U.N. monitors said that there were no problems on the state level
concerning the return of Serb refugees, which could not be said for local +
levels.
There were problems in cooperation with local authorities in the municipalities
of Vojnic and Plaski, the U.N. delegation said.
So far, 192 Serb families or 397 persons have registered for the return to the
area of Karlovac County, but only two families returned.
Prefect Jelkovac estimated that another 3,000 Serb refugees had returned to
the County from the Croatian Danube river region and Yugoslavia. He added that +
the
unorganised return prevented the Croatian authorities to be able to guarantee +
the
returnees all the rights.
