BOSNIAN SERB AUTHORITIES CARRY FULL RESPONSIBILITY FOR INCIDENTS

SARAJEVO, July 22 (Hina) - Bosnian Serb entity authorities are fully responsible for all incidents taking place in the territory they control, and are requested to undertake measures to prevent such incidents from happening again, Duncan Bullivant, spokesman for the international high representative for Bosnia-Herzegovina, said in Sarajevo on Tuesday. Bullivant confirmed that a hand grenade exploded last night in the vicinity of the high representative's office in Brcko, northern BH, but pointed out it is not yet clear whether the target was the office or a bar nearby, which suffered considerable damage. We do not believe in any spontaneous reaction on the people's part, Bullivant said, adding that Bosnian Serb authorities will in the future be held responsible for any future terrorist act. UN spokesman Aleksandar Ivanko recalled that currently Bosnian Serbs have at least 20,000 policemen at their disposal, which is sufficient for authorities to prevent any incident, if they want to do so. After a rather peaceful weekend, eight incidents have been registered in several parts of the Bosnian Serb entity on Monday, Ivanko said, but added that there has been no evidence to date that representatives of international organizations were the direct targets. Bullivant announced the possibility that the international community might not recognize the decision by the Republika Srpska Constitutional Court on the occasion of a political crisis in the entity. The Constitutional Court is currently assessing the legitimacy of Republika Srpska President Biljana Plavsic's decision to dissolve the Bosnian Serb Parliament. It is expected to reach a decision on 10 August. According to Bullivant, the Constitutional Court began the assessment procedure on the request of a non-legal body, since the Bosnian Serb entity Parliament had been dissolved before requesting the procedure. Observers say the Constitutional Court is completely controlled by the ruling Serb Democratic Party, composed of Bosnian Serb officials centred around war criminal Radovan Karadzic.
