According to the letter, in the Croatian television news broadcast
of 5 June, a report was broadcast on a meeting between Premier Zlatko
Matesa and the president of the Croatian Election Commission, Ivan
Mrkonjic. During the meeting, Mrkonjic stated that the authorised bodies
of Bosnia-Herzegovina had been requested to allow the voting of Croatian
citizens in Bosnia-Herzegovina outside Croatian diplomatic and consular
buildings in the 15 June presidential elections.
Mrkonjic's statement was published by all dailies on 6 June, the
HSLS letter said.
Since the request opposed the Croatian Constitution and positive
Croatian laws, the HSLS asked the Constitutional Court to use its powers
and see that polling places be located exclusively within the offices of
Croatian diplomatic and consular buildings in Bosnia-Herzegovina.
