BOSNIA'S MINISTERIAL COUNCIL FAILS TO ADOPT RULES OF PROCEDURE

PROCEDURE $ SARAJEVO, Feb 6 (Hina) - Bosnia-Herzegovina's Council of Ministers failed to adopt rules of procedure on Thursday and co-chairman Haris Silajdzic said that under present circumstances there was no point in holding further sessions. "Unfortunately, we failed to reach agreement on the rules of procedure. Last time, we accepted a proposal by the High Representative (Carl Bildt) but the Serb representative (returned to his previous demands). If we can't agree on the rules of procedure, there's no point in working together," Silajdzic told reporters after the session in Sarajevo's Serb- held suburb of Lukavica. Silajdzic said that there was a dispute about the status of Council deputy ministers because the Serb representative demanded that they have the same status and voting rights as the ministers. The meeting, attended by Bildt's deputy Michael Steiner, discussed a package of laws necessary for the normal functioning of government. Its adoption was demanded by Bildt's office.
