WASHINGTON, Dec 21 (Hina) - Bosnia-Herzegovina should be divided in
three parts since the Dayton project of a unitary multiethnic state
has proved unrealistic, says a study published by the US Cato
Institute.
The institute undertakes an extensive programme dealing with the
political and especially foreign policy research and analysis.
In an extensive study covering more than 40 pages, the institute's
foreign policy analyst Gary Dempsey analyses the achievements made
so far in the implementation of the Dayton peace agreement.
The Dayton Agreement formally ended the most serious armed conflict
in Europe since World War II. But three years after the agreement
was signed, its goal of creating a unitary, multiethnic Bosnian
state is not realistic, Dempsey says.
"Reintegration is grinding to a halt, the vast majority of Bosnians
polled still say they will not vote for a candidate from another
ethnic group, and nationalist political parties continue to
dominate the political scene".
In addition, international reconstruction aid has been plagued by
corruption, and Western dollars often end up in the coffers of the
very nationalist political parties that are considered the chief
obstacles to peace. "...the West has begun resorting to
increasingly high-handed measures to force Bosnian Croats, Serbs,
and Muslims to live under the fiction of one government".
Carlos Westendorp is heading an undemocratic mission aimed at
introducing democracy in Bosnia-Herzegovina, Dempsey says
mentioning the powers of the High Representative in BH.
The Cato Institute is a scientific institution which promotes
conservative political views and often helps the Republican Party
in shaping its views. The Institute advocates extremely
isolationist stands in foreign policy and opposes America's
participation in international peace operations.
That is why Dempsey believes that Clinton's stubborn and uncritical
commitment to the Dayton agreement jeopardises America's security
and burdens the country with an expensive and futile operation of
undefined duration.
An acceptable solution for Dempsey is a three-way partition of
Bosnia-Herzegovina, supervised by transitional European forces.
"Partition is the most politically feasible way to extract U.S.
troops without leaving chaos behind", Dempsey concludes.
