residents, said the statement. These crimes were recognised by the
whole world and would not be forgotten. The OSCE firmly believed the
culprits must account for them and would be brought to justice.
The mission said the crimes had not been committed by the
communities, and that accusations of collective guilt could only
harm the search for truth and justice.
This year's anniversary was an occasion to mourn and remember, the
statement said, adding the OSCE hoped it would also be an occasion
to look ahead, an opportunity to decide again to abandon strict
prejudices and contrasts.
Thanks to the Croatian government's efforts in cooperation with the
international community, basic security had been achieved in
eastern Croatia today, for most people, though not for all, the
statement said, adding in this regard there existed conditions to
begin the revival in the area.
People who had made so many sacrifices and been patient for years
deserved to live in respectable conditions, the OSCE said, adding
post-conflict reconstruction was very difficult and very slow. The
only effective way to expedite and fortify it was through lasting
partnership and mutual respect.
The OSCE also appealed for dignity in marking this year's
anniversary, hoping in particular that no incidents would occur.
The forces that destroyed Vukovar would not be overcome as long as
equal conditions were provided for the benefit of all Croatian
citizens, the statement concluded.
