ZAGREB, Nov 6 (Hina) - A high official of the ruling Croatian
Democratic Union (HDZ) on Thursday asserted a compromise might be
reached between the HDZ and opposition parties with regard to the
electoral law.
"In the HDZ we remain fully open and have agreed with
representatives of the opposition not to vote about the whole
electoral legislation, but together to try and reach solutions that
would be optimal and which would lead to the most successful
presentation of political parties and options in parliament," said
HDZ vice president Vladimir Seks.
Addressing HDZ's regular weekly press conference, Seks also
expressed the ruling party's opinion about three motions for
electoral system changes.
The HDZ believes the motion of six opposition parties to increase
the ratio of the majority system in relation to proportional
representation is a step backwards.
Seks believes the opposition's demand to abolish a special list for
the diaspora as most disputable. This deprives Croatian citizens
residing abroad of the right to have equal voting conditions as
Croatian citizens residing in Croatia.
"This is difficult to accept for the HDZ, and we believe this
approach in the current (electoral) law is in line with
recommendations of the Council of Europe Parliamentary Assembly's
Committee for Migrations and Ties of Emigrants With Their
Countries," Seks told reporters.
A second motion for changes to the electoral law, put forward by the
Croatian Party of Rights (HSP), envisages the introduction of
purely proportionate representation. This, said Seks, is one of the
viable motions.
A third motion, by the Croatian Pure Party of Rights (HCSP),
proposes reduced electoral rights of national minorities which
Seks assessed as unreal due to its non-compliance with accepted
inter-state agreements and obligations.
HDZ spokesman Drago Krpina stated that by leaving Thursday's
parliamentary session, the six opposition parties had tried to
cause unrest in the parliament.
Krpina said their aim was to cause an excess and spread a feeling of
general insecurity, unrest, and chaos in Croatia which, he added,
was aimed at political destabilisation and the creation of
conditions to call for early elections.
