NEW YORK, Oct 29 (Hina) - The performance of the United Nations
Police Support Group in eastern Croatia has been successful, UN
Secretary General Kofi Annan said on Thursday in a report to the
Security Council.
The police mandate officially ended on October 15.
Annan assessed the "overall security situation in the region
remains satisfactory." He pointed out the Croatian government had
taken steps to ensure that police performance in eastern Croatia
continue.
He recalled that undertaken obligations with regard to local police
performance were being implemented, especially with regard to
police national composition.
The Secretary-General was however concerned with the fact that
ethnically motivated incidents were still taking place. He called
on stronger future support to the work of courts in order to resolve
the numerous cases.
Reporting on the implementation of the Croatian government's
return programme, Annan said the "number of Croat displaced persons
returning to the region is below all expectations." The return of
Serbs is continuing, but is slow, he added.
The Secretary-General believes economic revitalisation is one of
the important elements for the return of refugees and displaced
persons. The UN Development Programme has continued assisting
Croatia's reconstruction plan, he added.
According to Annan, Croatian authorities must resolve three more
important issues, i.e. harmonise legislation with the government's
return programme, enable access to reconstruction funding to all,
and eliminate remaining impediments to obtaining documents
necessary for the return.
Thanking the participants in the UN police support mission in
Croatia, Annan recalled they were replaced by 118 police observers
of the Organisation for Security and Cooperation in Europe deployed
in local police stations.
